Designated Person with Responsibility for Fund Risk Management Pre-approval-controlled function (“PCF”) 39

 

 

Role Purpose:

The Designated Person acts as a line of management between the Firm’s Board of Directors and its delegates and must have the necessary skills and expertise (ideally from the asset management or funds industry) to oversee and constructively challenge delegates.

The role holder will act as PCF39C (subject to Central Bank of Ireland approval) within Gateway Fund Services Limited, which is  authorised as an Alternative Investment Fund Manager and as a UCITS Management Company (“SuperManco”).

The successful candidate will be responsible for implementing the Firm’s fund risk management  framework as it relates to a variety of fund types.

Duties and Responsibilities:

  • Ensure that funds are managed in accordance with the Firm’s fund risk management  framework, risk appetite, fund offering documents, internal risk limits, applicable regulatory limits and Central Bank regulations and regulatory guidance

  • Set Fund Risk Profiles, outlining appropriate risk metrics and tolerances, for each Fund.  Ensure Fund Boards and the Firm’s Board approve the risk profile of the fund(s) prior to fund launch and are updated as required.

  • Measure, manage, and monitor the risk profile of the funds in line with risk appetite and applicable RMPs

  • Report to the Board of the Firm and the Fund Boards on a quarterly basis in respect of fund risk in the funds

  • Review and document any breaches, constructively challenging the stakeholder control environment to prevent recurrence, review incident reports, and escalate issues as required

  • Work collaboratively with Investment Managers, Fund Administrators and Depositaries

  • Perform all necessary risk controls, checks and stress testing as required by applicable regulations and guidance

  • Ensure that policies allocated to the ownership of the fund risk managerial function are fit for purpose, updated regularly, and approved at the appropriate level

  • Perform onboarding procedures in advance of new fund launches

  • Actively participate in the design and execution of the Firm’s due diligence programme for oversight of appointed investment managers.

  • Review and advise on forward-looking risk matters to Investment Managers and Boards, proactively identifying areas of challenge

  • Work collaboratively with other DP functions

  • Ensure KIID / KIDs are reviewed on an annual basis or ad-hoc, as may be required

  • Complete assigned regulatory reporting to deadline

 

Job Requirements

  • The successful candidate will have demonstrable experience (5+ years) and track record in a risk management capacity at a senior level in the asset management or funds industry.

  • Will be able to evidence suitable qualifications and experience that directly support the expectations of the PCF39C role.

  • Practical experience in analysing risks associated with a wide range of financial instruments, including derivatives, and investment performance measurement.

  • Should have significant knowledge of regulations and guidance issued by the Central Bank of Ireland and other relevant European regulatory bodies including a thorough understanding of the Central Bank of Ireland’s Fund Management Company Guidance (CP86) requirements, AIFMD and UCITS regulations and related industry guidance (e.g., liquidity, liquidity management tools, stress testing, value-at-risk etc).

  • Highly numerate and proficient in risk analysis, stress testing methodologies, with a working knowledge of industry leading risk management systems.

  • Excellent data analytics skills, with advanced level proficiency in MS Excel.

  • The candidate must have the necessary gravitas and experience to effectively challenge Investment Managers with respect to fund risk matters.

  • Strong open communication skills, organized, analytical, proactive and solution oriented.

  • Ability to identify material issues and know when to escalate them

  • Strong report-writing skills.

 

Education/Qualifications

  • Third level qualification in commerce, finance, or quantitative discipline.

  • Master's Degree, FRM, CFA or an equivalent professional certification desirable, or desire to pursue.
